Federation Council of the Federal Assembly of the Russian Federation 

The Federation Council is the upper house of the Federal Assembly of Russia. 

The Federation Council together with the State Duma takes part in drafting laws, consideration of laws, and taking decisions on them. In order to implement the right of legislative initiative, the Federation Council independently develops draft federal laws and federal constitutional laws. 

There are federal laws passed by the State Duma that require obligatory consideration. They concern such issues, as the federal budget; federal taxes and fees; financial, currency, credit, customs regulations, money issue; ratification and denunciation of international treaties of the Russian Federation; status and protection of the state border of the Russian Federation; war and peace. 

On September 21, 2011 Valentina Matvienko was elected the Chairperson of the Federation Council.

Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States (IPA CIS) 

The IPA CIS is an international parliamentary organisation contributing to cooperation of national legislatures of the CIS member states. It was established on March 27, 1992 as a consultative institution to consider draft documents of mutual interest.  The organisation focuses on issues regarding law approximation and harmonization of the legislation of the CIS member states. 

The work of the organisation results in model laws and recommendations adopted by the Inter-Parliamentary Assembly, which are independent (mainly European) standards adjusted to the Commonwealth of Independent States. 

The IPA CIS has the official status of an interstate organisation. It has the right to conclude international agreements with other subjects of international law. Over the years of its operation, the IPA CIS concluded agreements with a number of leading international organisations including the United Nations, the Council of Europe Parliamentary Assembly, the Parliamentary Assembly of the Organisation for Security and Cooperation in Europe, other interparliamentary organisations, the European Bank for Reconstruction and Development, the World Intellectual Property Organisation, etc. 

Valentina Matvienko is the Chairperson of the Interparliamentary Assembly of Member Nations of the Commonwealth of Independent States.
